The calling privileges component of building a dial plan in a voice gateway is accomplished using Class of Restrictions (COR). COR is typically used in conjunction with Survivable Remote Site Telephony (SRST) or CallManager Express, but you can apply it to any dial peer on a voice gateway to restrict access.
