There are three site system roles involved in software metering: the site server role, the software metering server role, and the software metering database role. Windows 32-bit client computers can be metered for software usage. There are three core functions of software metering: offline license monitoring, online license monitoring, and license balancing. The License Metering and License Server Manager threads and the Software License Service run on site systems to support software metering. The Software Metering Client Agent runs on client computers to support software metering.

The software metering site system role, global settings for software metering, and configuration settings for the Software Metering Client Agent are configured in the SMS Administrator console. Once software metering is configured, collected data and individual metered application settings are configured from the Software Metering application, which is located below the Tools node in the SMS Administrator console.
