Let's say you have a site or project that has a particular color scheme that many people will use. It's doubtful that these colors will all be in the default palette, and what a pain it is to have to add the colors to everyone's color palette. Flash lets you wipe the slate clean, custom build a color palette, and then save that palette to a file, which can be shared with everyone involved.
Open the Color Swatches panel using SHIFT-F9, then click the top-right corner of the Color Swatches panel options located at the top right. To create your own palette from scratch, select Clear Colors from the list of options. Now add colors and gradients of your own by mixing the colors in the Mixer and then clicking in the Color Swatch panel when each color is ready to add.
After you've built your palette completely and have all your colors and gradients added, choose Save Colors from the panel menu and save your new color palette to a file.
Now someone else can use the Load Palette command to import your custom colors from the file you created. Neato teeto!
