Even with today's high-end computers, certain scenes in Flash can take a lot of work for a computer to render quickly. If you have a very involved scene with a lot of artwork, components, or other complex items and you want to reposition things quickly, then you could have problems.
When this is the case, switch your document Preview Mode to Outlines by going to View>Preview Mode and selecting Outlines. This will render all artwork on your Stage as outlines only, allowing you to quickly position items. If you still work on an older computer, this trick will be especially handy. After you have made your changes, you can switch to another mode to get a better sense of what the final version will look like. This is just a document view, so publishing in either mode will not affect the final SWF's quality or appearance. You can also use Fast mode to get a speedy and somewhat accurate preview. Try each mode to see what's best for you and your system.
