Whenever you find a requirement that is in conflict with any other requirement, then you should record the conflict. A conflict happens when two or more requirements cannot all be implemented at the same timethat is, the implementation of one requirement prevents the others from being implemented. The first step in resolving a conflict is to recognize that it exists and start thinking about it independently from the people whose opposing views might be thought to "cause" the conflict.
