It is important to keep in mind that no matter how related they may seem, Web services technologies and Web-based delivery of services are two different things. This is particularly confusing right now because the industry is moving on both fronts at once, which causes people to think that they are the same thing.
Obviously there are already services on the Web that are not based on the new Web services technologies. HotMail and Kazaa are two examples.
Similarly, Web services technologies have nothing technically to do with subscription-based content syndication services, although some of those services are being built using Web services technologies.
