Quick Tag Selectors Don't Appear

I'm clicking around in Code view, but the Quick Tag Selector toolbar doesn't appear.

In certain situations when FrontPage has reformatted code in Code view, the Quick Tag Selector toolbar will not be visible. To display the Quick Tag Selector toolbar, switch to Design view and click the page.
