SYS$SYSTEM:SYSUAF.DAT is the user authorization file (UAF) in which user names, privileges, and most other user characteristics are stored.

SET ACCOUNTING and SHOW ACCOUNTING are the DCL commands that control what is saved in the accounting database.
The database for users' mail is in SYS$SYSTEM:VMSMAIL_PROFILE.DATA and is managed with various MAIL subcommands, such as SHOW and SET.
