Option 2: Modest (80/20) Caching

This is the usual choice and follows the 80/20 rule. Most data communications probably involve a small fraction of the total range of information traveling over the link. Recognizing when the same information is about to be re-sent and relying on the receiving end to assume that the information is the same when not transmitted can often produce a much improved utilization of the communications link.
