The IT group attached to Lincoln Laboratory (at MIT) under the aegis of DARPA and in cooperation with the Air Force Research Laboratory (AFRL) developed the first standard that described the requirements for intrusion detection systems and the methods for evaluating network-level intrusion detection systems.
