Appendix B. Implementing a Two-Stage Procurement Process

As a manager in an outsourcing organization, you have chosen a small software project in which to break the acquisition process into two phases. The first phase (system specification) covers the Inception and Elaboration phases. The second phase (system realization) covers the Construction and Transition phases. This appendix gives you some guidance on how the first phase (system specification) should be conducted and what artifacts should be produced for the Request for Proposal (RFP) for the second phase.
