Privacy is a social issue, generally speaking. How the PIP debate is ultimately resolved will be decided by the values inherent in a society. Since the position of the privacy advocates differs so markedly from the position of the technology growth advocates, and since privacy issues have been addressed in court and precedents established in state and common law, it seems likely that the PIP debate will be resolved in the world’s legislatures and laws produced there will be enforced in the courts. Assuming the privacy concerns of individuals do not bring EC to its knees, technology will continue to grow and be used to bolster the growth of EC. Any laws that are passed must take into account the evolving nature of technology, while at the same time respect the PIP values of individuals.
