4.1 Where Are We?

In this chapter, we begin executing the modernization process. A necessary precondition to this process is the selection of a modernization candidate through portfolio analysis. The process begins by identifying stakeholders, understanding system requirements, and creating a business case. Once the business case is completed, it must be evaluated by management. Management may decide to start the modernization effort, ask for the business case to be restated, or repeat the process for a different modernization candidate.
