No Version 9 Crystal Reports can only be accessed through Version 9 of Crystal Enterprise. If you need to deploy an enterprise reporting solution before the release of Crystal Enterprise version 9, you have two choices: (1) use Crystal Reports version 8.5 with Crystal Enterprise 8.5 as an interim solution and upgrade upon the release of the complete version 9 Crystal suite, or (2) use the Report Application Server that is targeted for release with Crystal Reports 9 and seamlessly migrate to Crystal Enterprise upon its release. At the time of the writing, it was also understood that Crystal Decisions would provide an advanced registration capability for some number of free licenses of a Crystal Enterprise Standard version to be automatically shipped upon its release.

Out of the box, the answer is no. To directly access Crystal Reports from a URL, Crystal Enterprise must be installed. Using RAS and ASP or JSP Web pages, you could, however, code Web pages that would provide URL based access.
