Open Browser Window Pops Up Behind Existing Window

I configured a Popup Message and an Open Browser Window Behavior, and when I browse to the page I can see both, but the new browser window opens behind the main browser window. How can I fix that?

Change the order of your Behaviors by clicking the arrow buttons in the Behaviors task pane. When configuring an Open Browser Window Behavior, it should always appear at the bottom of the list because it's the last thing you want to do on that page. If you perform some other action on the page after the Open Browser Window Behavior has created a new window, the main window will resume focus and the new browser window will be moved behind it.
