Row One: Scope

The enterprise's orientation toward time is determined at the scope level. Does the organization do long- term planning, and if so, for how far into the future? In making decisions about investments, is it concerned with the next quarter or the next five years ? To what extent is the company driven simply by the events that have an impact on it?

These choices, among other things, affect systems-development projects. The strategy taken in developing and implementing systems is very different for companies that are concerned only with this quarter's profits than for those that are committed to the longer-term future.

The timing component of the project's scope project will have a significant effect on how systems-development projects will be addressed. See Chapter 2 for a discussion of the impact of having too little time for a project.
