1. 

A site is the primary container for content in SharePoint. There are top-level sites and subsites. Each site has its own access configuration as well as content elements such as lists, libraries, or content types. Site collections represent a set of sites that exist in a hierarchy. Each site collection shares a set of templates and has a common top-level site.

2. 

Under the Publishing tab, you would select the Collaboration Portal because it contains many of the common elements contained in most corporate portals. You could then add more subsites and content elements as required.

3. 

By encouraging employees to create their own blogs, you can enhance communication and sharing between employees on current activities and interests. Blogs provide a framework for employees to give feedback on activities and initiate additional collaboration activities. Other tools that they may choose to use include wikis and discussion boards.

4. 

You could start with a blank site template and create each of the required lists or libraries. However, because the Team Site template contains most of these elements, it may be more efficient to start with that template and add in the issues list after the fact. You could then save that site as a template to provide a starting point for other employees containing all the required elements.
