When a project is undertaken, and the scope appears to be large enough to constitute formation of a Core Team, a process is undertaken by the Core Team to determine how much effort will be expended in tracking and managing the project (described in Chapter 2). Use of the Project Customization Matrix is essential to help determine how much process is required to effectively manage the project. Aside from the responsibilities of the Core Team, the BROC should also be involved at this stage to provide limits on how far the Core Team should take this before formalizing the process and adhering to the SEP process.
