Availability of the right to trade (right to operate foreign trade) to enterprises in China has been subject to an examination and approval system. The common international practice is that enterprises shall be granted the right to trade so long as they are legally registered. According to China's WTO Protocol, China will abolish the examination and approval system of the right to trade within three years after accession . All enterprises in China shall have the right to trade in all goods throughout the customs territory of China, except for those goods that continue to be subject to state trading and designated trading.
