There is an unwritten credo for authoring Web sites that has been around since the beginning of the Web: "If a site has something you like, use that site's code!" The very open nature of HTML makes such things pretty easy to do.
It is important to remember, though, that copying a site to use it as a template is all right, but copying the site's content is most definitely not. The Import Web Wizard tool in FrontPage is designed to let you create a local copy of a Web site you like in order to use its basic structure.
NOTE
If the Web site you are importing is fairly large, this is the place where you will need to limit the amount of copying you do. Remember, you just want the basic structure of the site, not all of the content.
