4.7 Summary

In this chapter, we have established the need for a business case to justify a modernization effort and presented portions of the business case for modernizing RSS. Modernization efforts are often multiyear, multimillion dollar efforts competing with other efforts. As a result, a simple positive return on investment may be insufficient. It may be necessary to demonstrate a critical need that cannot be provided by the existing legacy system or a catastrophic flaw that will eventually result in dire consequences if not addressed. Most often, modernization dollars are spent on systems that are perceived as critical for the business to remain competitive, over less business-critical systems that may, from a strictly technical perspective, be in more dire need of modernization.
