Multiple cameras shoot the same action at the same time but from different angles.

In the Browser, select the clips you want to include in the multiclip and choose Modify > Make Multiclip, or Ctrl-click a selected clip or bin and choose Make Multiclip from the shortcut menu.

Switching changes the angle you see at the playhead location; cutting makes a new edit point at that location.

You can apply the same effect to a different angle at the same location if you use the Switch Video (or Audio) Angle With Effects buttons in the Timeline button bar.

Yes, you collapse a multiclip by choosing Modify > Collapse Multiclip.
