Computer Abuse Definition


It is very hard to define what computer abuse actually is, but the definitions that exist can be quite varied. The Australian Computer Abuse Research Bureau (ACARB) defines computer abuse as:

Theft, fraud, embezzlement or damage related to computers and includes:

  1. Unauthorised manipulation of computer input and/or output;

  2. Unauthorised access to the system through terminals or micro-computers;

  3. Unauthorised modification or use of application programs, operating systems, or computing equipment;

  4. Trespass on data processing installation, theft of equipment, files, or output;

  5. Sabotage of computer installation equipment, files, or output;

  6. Unauthorised data interception.

The problem with the ACARB definition is that it relates to computer security and abuse of data within files. The greater ethical problem relates to the fact that computer abuse could relate to much broader aspects (e.g., staff using the internet in office hours, downloading MP3 songs, sending messages to fellow staff about non-work-related issues, using company resources to play computer games ). The problem becomes harder to define and quantify when you move away from the technology.
