You don't even have to be alive to be a victim of identity theft. One particular insipid technique is what police call tombstone shopping . A crook searches for the death of a child, perhaps by researching deaths at a public library or even visiting a graveyard. The criminal looks for someone who was born in one jurisdiction and died in another. Then she applies for a birth certificate at the dead child's place of birth. After they have that document, a whole new individual can be resurrected on paper and applications for government identity documents can be made.
