The International Society for Performance Improvement (ISPI) took the lead on designing and developing the CPT certification. During 2000, Dale Brethower, President of IPSI, and the ISPI board voted to endorse and support the creation of a certification process. In 2001, ISPI President John Swinney and the ISPI board established a CPT task force with President-elect Judith Hale as chair . Judith Hale convened the CPT task force, known as the "Kitchen Cabinet," from business, government, academia, and independent practitioners (see Table API-1).

The CPT Standards were validated by Indiana University graduate students under the direction of Professor James Pershing, then editor of ISPI's Performance Improvement journal. The graduate students conducted literature reviews to confirm that the Standards appear in practice. In addition, ISPI asked companies and independent practitioners to confirm the usefulness of the Standards and the workability of the certification process.
