ERDs and use cases are the concrete representation of what an application is required to do and what kind of information you need to maintain to do it.

ERDs can be thought of as the nouns of the application; use cases are the verbs. You can get an initial idea of the ERDs and use cases by developing a mission statement for the application, a short summary of the requirements from a very high level.

You can develop a simple ERD before you gather the specific use cases; it will be refined afterward in light of the specific requirements.
