You can't use winnt32 /cmdcons to install the Recovery Console if your system partition is mirrored.

The Administrator password used for the Recovery Console is the same one used for Directory Service Restore Mode and is stored in the SAM in the registry on the local machine. On domain controllers, however, this password may be different from the Administrator password stored in Active Directory. To change the Recovery Console password, you can press F8 during startup to enter Directory Service Restore Mode, log on, use Local Users and Groups to change the password, and reboot. (See Advanced Options Menu earlier in this chapter for more information.) You can also change the Recovery Console password using the ntdsutil utility while booted in normal mode.
