9.9 When is an Approved Expenditure Approved?

In today's cost-conscious environment, even though a budget is approved, there may be additional steps to plan for and execute as part of the procurement process. There will always be a sign-off process for expenditures. Generally speaking, the total cost of each purchase will determine the management level required to approve that purchase. This individual may not be part of the project team or necessarily sympathetic to your objectives.

In some cases, you will need to escalate purchase requests to get products and services delivered in a timely manner. We have also been involved in purchase reviews where we had to present the requirement to an executive committee prior to the purchase order being cut, even though the items in question had long since been approved. To summarize, it is not really your money, even though it has that appearance.
