Since the spring of 1916 the Russian government had been redoubling its efforts to bring Romania into the war. The success of the Brusilov offensive and the readiness of the Russian government and its allies to recognize the Romanian claims to the Bukovina and Banat as well as to Transylvania resulted in the conclusion of a political and military agreement (Aug. 18).  1

ROMANIA DECLARED WAR ON AUSTRIA-HUNGARY. Germany declared war on Romania, and Italy finally declared war on Germany (Aug. 28). Turkey and Bulgaria declared war on Romania a few days later (Aug. 30, Sept. 1, respectively).  2

The Romanian government was hastily moved to Jassy, and the capital, Bucharest, fell into the hands of the enemy (Dec. 6).  3
