Congress created the Bureau of Refugees, Freedmen, and Abandoned Lands. Known as the Freedmen's Bureau, the agency assisted the former slaves and helped them adjust to freedom. Although helpful, the bureau often placed planters' interests above those of the freed people, such as when they coerced blacks to accept unfair labor contracts.	1

Pres. Johnson issued a proclamation of amnesty, granting pardon to all ordinary persons who had participated in the rebellion who would take an oath of allegiance.	2
