First Congress met at New York.	1

WASHINGTON INAUGURATED AS PRESIDENT. Creation by Congress of three executive departments: state, war, and treasury. The Judiciary Act of 1789 provided for a system of federal district and circuit courts. The first ten amendments to the Constitution, the so-called Bill of Rights, were adopted by the Congress and sent to the states.	2
