Windows SharePoint Services is focused on the needs of small or ad hoc workgroups that need an informal means to collaborate and share status on a common group of documents.
Office SharePoint Portal Server is designed for large workgroups with structured processes that need greater management control over their information. Features include formal publishing processes, as well as the ability to search for and aggregate content from multiple data stores and file formats.
