In many cases the NSP has absolutely no connection with the mobile consumer of the navigation services. A MSP offers end user applications that communicate with the mobile terminal in a proprietary fashion. The MSP must have access to either a world model (geographic data content) or a service provider delivering navigation services computed on a world model. A standardized, high capacity delivery pipeline allows the MSP to outsource both the data and the navigation engine (or at least drive the responsibility back to the data supplier).
