As noted, there is no restriction on the transport selected except that it reliably carry the SOAP envelopes containing the service request and responses. From a practical point of view, high volume server delivery of navigation services can be done with the least technology risk and the lowest development cost when built on top of either or both HTTP and SMTP. HTTP has the advantage of direct support by the .NET framework and Visual Studio .NET. The hooks are already in the generated proxy code, so it might be feasible to manually modify a proxy generated from an HTTP web reference to also support SMTP.
