The WebART tool can be purchased for around $900 U.S. from OCLC Online Computer Center in Dublin, Ohio. But there is a good chance that the tool will become open source or enter the public domain in some other form within the next year. Free evaluation versions can be downloaded at http://www.oclc.org/webart/downld.htm. These evaluations are fully functional, but they time out after a few months and have to be renewed.
