XML Key Management Specification addresses the need to enable parties to obtain the correct encryption keys. It is made up of two parts: The XML Key Information Service Specification (X-KISS) and the XML Key Registration Service Specification (X-KRSS).

The X-KISS specification defines a protocol for a Trust service that resolves public key information encapsulated in XML-SIG elements. This protocol's point system delegates the tasks required to process the elements. The purpose of this protocol is to minimize the pain of application implementation by abstracting the clients from the complexity and syntax of the PKI leveraged to create a trusted link.

The X-KRSS specification allows a Web service that accepts registration of public key data. Once registered, the public key may be used with other Web services, including X-KISS.

Each protocol exists in terms of structures expressed in the XML schema language and SOAP.[2]
