Purpose And Scope


Technical Purpose

For issues the technical purpose is to correctly address an issue with the proper actions and decisions at the right time. Notice the phrase “right time.” The right time is what a project leader must develop—the sense of timing. If you present an issue too soon, people may not think it is important. Presenting it too late may result in drastic and expensive measures.

It is a true test of any international project leader that they develop a sense of timing for issues—when to do something and work with management.

The technical goal for lessons learned is that the lessons learned be useful and applicable to the work so that the gathering and organizing of the lessons learned is worthwhile.

Business Purpose

The business purpose for issues is that the solutions required are done with limited cost and resources. Another goal is that the issues are processed in an orderly manner. A third business goal is to have accountability for issues.

For lessons learned, the purpose is to improve the present project performance as well as that of future similar projects. The future work should improve in terms of reduced cost and time and reduced risk.

Political Purpose

The political goal for issues to get these resolved so as to have a minimum of political problems and additional issues. Another goal is that the actions and decisions related to issues are agreed to and followed up on.

For lessons learned, the political goal is that the people on project teams are willing to learn from the experience of others. The goal is then to have less of the “not invented here syndrome.”
