Purpose And Scope


Technical Purpose

The technical purpose is to establish an accurate and flexible plan that will achieve the goals of the project. Now look back at this sentence again. Notice that there is one word missing. This is “complete.” In international projects, you will never have a complete, detailed plan at the start. Too much changes during the project. You can strive for a comprehensive plan that covers everything at a high level.

The word “accurate” is understandable. “Flexible” is not used as much when talking about a project plan. Yet, for international projects you must be able to respond to many different situations. You have to structure the plan so that it can be changed at the detail level while the summary, higher level remains unchanged except for dates.

Business Purpose

One business goal is to organize the project in such a way that it is reasonable in terms of coordination effort. A second business objective is that the plan can be understood and agreed to by managers at headquarters and the local offices— it doesn’t do much good to have a plan that people pay lip service to, but don’t really understand.

Political Purpose

A major political purpose is to ensure that the plan highlights areas of issues and risk. It is political dynamite to bury the risk and issues in the detailed tasks deep within some part of the plan. People don’t pay much attention to them then.

Another major political goal is to have the project planning start to build collaboration and commitment among the team members. They must participate in project planning to buy into the work.
