There are three basic end products here. The first is the project management structure. This structure reveals how the project will be controlled and work will be coordinated. It also defines how issues and problems will be addressed. It is insufficient to just define it; people have to understand and support it—not just pay lip service to it.
The second end product is to identify the project leaders at both the overall project level and the detailed levels. The third end product is for the project leaders to work together to understand how they will carry out and support the project management structure. Doesn’t do much good to define something if people don’t understand the ramifications of what it means.
