8.9 SUMMARY

The Initiation stage of a Software Metrics program, generally speaking, is out of the control of the practitioners who will have to develop and implement that program. It will be caused by some trigger and it will be driven by an initiator. It is the time when the initial scope of the program is defined. Remember that this scope will almost certainly change over time. The best advice I can give to anyone involved in the initiation stage is to listen. Listen to the various individuals in your own organization who will be on the receiving end of your program and listen to those outside of your organization who have been involved in measurement programs and who have probably made many of the same mistakes which could trip you up.
