8.8 MAKE IT A SUCCESS!

It is quite common for the feasibility aspect of the initiation stage to be missed completely. In this sense, the members of the metrics community may be victims of their own success. It is less difficult these days to convince people of the feasibility of measurement in a software engineering environment, but this brings other problems. The initiator, responding to a trigger or triggers, appoints a team, provides outline requirements and expects results. This is fine provided that time is given for subject familiarization, that the potential, internal market is identified and that, based on this, sensible plans are made.

The biggest dangers with this approach are that the initial requirements are so constrained to one area that they do not address the overall business needs of the organization or that, through ignorance of what is involved, impossible budget or resource constraints are imposed on the responsible team.
