There are no shortcuts, but we can always look at reducing scope
This chapter does not offer any shortcuts in terms of avoiding the development and implementation lifecycle for a metrics initiative described in this book. To do that would give the impression that it is possible to succeed without, in some way, addressing the questions of requirements, component design, building and implementation. I firmly believe that this is not a feasible option for a successful, and I stress the word successful, measurement initiative.
However, I also recognize that the program described, or implied, in the other chapters of this section is what could be called a total metrics initiative. In other words, it recognizes that Software Metrics is a topic covering considerable scope and it implies that the whole of that scope be addressed. Although phasing has been mentioned it may be worth discussing this concept in a little more detail. Correctly handled, phasing can help deliver results to the organization relatively quickly thus overcoming one of the problems with metrics initiatives, the long lead time.
