Remember that your Metrics Program, this thing that seemed so simple and clear such a short time ago, may well consist of many sub-projects as a result of your requirements gathering work, Figure 13.6.

Having sorted out what your program is expected to deliver, you now have to build the components of the system that will meet those requirements! The key thing to remember during this stage is that you cannot ignore any one of three major streams, Figure 13.7; the measures and measurement based techniques, the marketing strategy that you will use to implement those measures and the infrastructure that you will use to support that implementation.

Notice that it is only now that you start to consider the metrics. Remember the heresy contained within this book. It is not difficult to measure - it is only difficult to convince people of the need to measure and to then get them to do something about it.
The Design stage is where you start to look in more detail. As far as marketing and the business planning side of things is concerned you need think about education, publicity, sales strategies and rollout plans. You look at the infrastructure and you have to consider centralized versus distributed metrics functions or follow my advice which is a compromise as shown on Figure 13.8.
