The Design stage of a Software Metrics program could be seen as the core of that programs development. Too often, there is a temptation to plunge into design without having done the necessary work of defining clear requirements; this is a temptation that should be avoided. Even with clear requirements it is very easy to concentrate upon the technical aspects of the program such as the metrics or measures at the expense of the equally important streams that deal with the marketing of the program and with its support structure. Avoid this trap as well if you wish your program to succeed.
