According to the evaluation using the Multiple Attribute Decision Making (MADM) method, the top 10 are Kouchi Prefecture, Yamanashi Prefecture, Akita Prefecture, Okayama City, Okayama Prefecture, Yamato City, Yokosuka City, Iwate Prefecture, Hyogo Prefecture, and Shimane Prefecture. They are considered to be the governments do not have a large population, but are eagerly working on digitalization.
