Working in the Web Layer

The Web layer is the special layer that contains all the hotspot coordinates and slices that you've made in your document. Everything on this layer is shared across all layers, meaning that if a slice or hotspot encloses elements that are actually on different layers, the slice or hotspot is active on each layer. The slice or hotspot activates the behavior you have assigned to it. You can't delete the Web layer and you can't add another one.
