Why Implement Across-The-Board Cost-Cutting Measures First?

The first round of cuts involves voluntary separations and cost reductions that spread the pain across the employee population. These cuts may disappoint, but they do not cause the same negative consequences that layoffs do. In effect it is wise to condition the work force to the seriousness of the situation and the difficult decisions that senior leadership may need to make down the road.
