Non-Process Improvement Appraisals

A stated goal of SCAMPI v1.1 was to support two non-process improvement uses often associated with Software Capability Evaluations:

1. Acquisition/supplier selection

2. Process monitoring (often contract monitoring)

Note  

SCEs may be, and have also been, used for internal process improvement.

SCAMPI v1.1 does not make the use of only external team members a requirement for these non-process improvement types of evaluations. However, it would be reasonable to expect that this external-only requirement will continue to be imposed by both federal, individual corporate, and other acquisition policies to avoid conflicts of interest.
