Both SCEs and IPIs are conducted by a "Lead" either a Lead Evaluator (SCEs) or a Lead Assessor (IPIs). This lead must have participated in at least two previous SCEs (for the evaluator ) or two previous IPIs (for the assessor) to qualify for training. (SCEs cannot be substituted for IPIs IPIs cannot be substituted for SCEs.) The training is mandatory and can only be conducted by the SEI.
The SCE is then led by the SEI-authorized Lead Evaluator. The SCE may or may not include members of the organization on the team, depending on the type of SCE and depending on whether financial remuneration or contract award will be based on the outcome. For an internal evaluation, the team must include members internal to the organization under review.
The IPI is led by an SEI-authorized Lead Assessor. The Lead Assessor, as part of the method, must train the members of the team (even if they have already participated on an IPI). The team must consist of members of that organization being assessed.
