Introduction

There are three families of SCEs:

  1. Acquisition

  2. Contract Monitoring/Process Monitoring

  3. Internal Evaluations

compared to only one type of CBA IPI:

  1. Internal Process Improvement (IPI)

An Acquisition SCE can be used by the organization to evaluate the capabilities of vendors vying for contracts; a Contract Monitoring SCE can be used to monitor the performance of vendors or in-house units performing contracts; a Process Monitoring SCE can be used to baseline current performance, and then later to measure progress against that baseline; and an Internal Evaluation can be used to baseline practices internal to an organization, begin internal process improvement activities, and measure progress. This last usage of the SCE maps to the functionality provided by the CBA IPI, and corresponds to the Diagnosing phase of the IDEAL SM model.

Historically, SCEs were first designed only for Acquisition SCEs, that is, for an organization or company to assess the capability of vendors vying for contracts to determine the risk associated with awarding the contract to the proposed vendors. This single application is no longer the case. SCEs are now used by organizations for software process improvement ( a la CBA IPIs), as well as for acquisitions and contract monitoring. SCEs were originally designed to be applied against any of the existing CMMs, notably CMM for Software and Software Acquisition CMM.
